Version bump to 0.8.3 
This commit prepares for future releases on Modrinth.
All CurseForge mods with Modrinth versions have been replaced by their Modrinth versions.
All CurseForge mods without Modrinth versions have been added to the new `PERMISSIONS.md` file in the root of the repository.

Mods added:
- CTOV - Pneumaticcraft: Repressurized Compat
- CTOV - Immersive Engineering Compat
- CTOV - Rats Compat

Mods removed:
- Ecospherical Expansion
- IBE Editor
- Ping
